Public response and outcry have exceedingly been able to create public policy change to some degree. One prominent example of this is the conflict between the federalist and antifederalist divide during the Civil War era. The differences between these two American groups were based on the way they believed the government should be casted. The antifederalist south and the opposite believers in the north threw America into the Civil War.

If this were to occur today, all local law enforcement, terror and counterterrorism units, FBI and cyber intelligence agencies would have to be on alert and ready to respond. Today’s threats have advanced with different forms of weapons, maybe even biochemical agencies would also need to be ready to respond.

For the DHS, the Cybersecurity and Infrastructure Security Agency, Customs and Border Protection, Office of Intelligence and Analysis and the Office of Operation Coordination would have to be involved for a collective approach to handling a potential hostile situation.
